Probably not, the hp changes are done when they spawn, so it won't affect any old civilians, but would affect new immigrants. I ended up setting their hp to 1d599+4500 since, while 1k is a fairly decent amount of health to go heal at, you could end up at something like 1001 and have to wait to get another hit on you, probably killing the person in the process (bat riders, for example, can 1 shot my townies that have over 700 hp). With that much hp it gives them a bit more leeway (~1125-1275hp) before they start to heal, which is about half of what you can normally roll now (1d599+1700). That said, immigrants can still die with that much, but you won't have to send them on a suicide run just to heal them, at least until sleeping is fixed.
