Is there an another way to buy the game without using a credit card in cebu? Because i love this game since the 1st major update.If there is no any ways.. Then

Not really.
As of now (and I doubt it'll change in the future) this game is only sold via internet, so the only way to pay for it is to use a credit card, or services of PayPal (or something similar), though the latter often requires a credit card.
Depending on your age and the country you live in, it might be possible for you to buy a gift cards that is used just like a credit card (only with limited funding that is determined at the time you get it) that you'll be able to use just like a credit card.

Have you checked the payment options on BMT Micro?
There are more options than just Credit Card. It may depend on the country you live in which options you can use. (e.g. Wire Transfers in Euro will only work in countries that have the EUR.)
They even offer PayPal... and PayPal also offers more payment methods than just Credit Card. Again this may depend on your country.
Then there are prepaid Debit Cards you may be able to use.

On the preorder page there are three options to buy the game:

Well.. I dont have a credit card. Other methods doesnt work for me. But still it's cheap because its P567.15.Can't buy it
