I'm wondering if I will break my saved game if I edit livingentities, even though I'm only on the second dungeon.

It won't break the game (assuming you do it properly), but I'm afraid some of the settings will take effect only on the new map. For instance, once monster is spawned its statistics (like HP, attack, defense) are saved with it, and become independent fom the configuration. Assuming that at map creation all dungeon levels and monsters in them are created, you will have to make new map to get weretigers lower.

Tedious is understating it xD After all this trouble, I really want something like a pic of [Weretiger head on a stick]s around my town entrance for bragging rights

I did open livingentities.xml to check the weretiger and... Its stats are an abvious mistake.
The weretiger entry is at the bottom of the file, and it's a total duplicate of the iron golem (the entry just before weretiger), only that it spawns at level 6 instead of 9.

As a mean of revenge, I gave them the green slime stats (with modified verb just for fun) :)
-------------------------
<attack>1d209+595</attack>
<attackSpeed>4</attackSpeed>
<defense>1d209+595</defense>
<healthPoints>1d209+595</healthPoints>
<attackVerb esES="absorbe">purrs</attackVerb>
<attackVerbInfinitive esES="absorber">purr</attackVerbInfinitive>
<damage>1d59+170</damage>

<LOS>1</LOS>
<movePCT>5</movePCT>
<walkSpeed>35</walkSpeed>
<grouping>false</grouping>

I will add to it, that level in livingentities is not a level at which monster spawns. It's monster's level and it defines which level items it may drop. So level 6 monster will drop items which are level 6.

gen_dungeons.xml defines which level monsters will spawn on which dungeon level. There is min level and max level for each dungeon floor. So spider level spawns only level 1 monsters. Goblin level spawns lvl 1-2 monsters. Hobgoblin spawns 2-3 and direwolf level spawns 1-4 (by default)
