I suspect fixing the poor choices townies make when fetching things will solve the problem for the most part.
i.e. don't go to that apple tree across the map when you have one right in the orchard.
Also having the tasks that create things (harvesting, mining, weapons, armor, baking, cooking, milling, etc) immediately haul the items to the closest stockpile (if one is available) would solve a number of issues IMO as well.
