That's because "delete" was changed to "delete scaffold" - it should be simple enough to fix, just open menu.xml and put the display name of the "delete scaffold" action back to what it was in v10.

You should probably also let Supermalparit know about this, and send him the error log - that obviously wasn't taken into account when the name of the action was changed, so he might need to post a hotfix in case anyone wants to play v10 maps.

this is the only item in the menu that deals with scaffolds. delete isnt in the file at all.

i changed it to just delete in actions,xml (i am assuming that is what it was in v10) but still get the crash

I have a copy of v10 floating around so I'll give you the lines directly from that... although it looks like yours was correct...

Other than that, I must be reading the error report wrongly, which wouldn't be surprising since it's pretty vague - it just says that it can't find something in the main smartmenu (the bottom menu bar) panel...
