Since it says "Data" in your mod menu in game I assume you took the data folder out and put it in the mod folder.. which is why it doesn't work.

What lines exactly do i remove for free terraforming?

Open up the actions.xml file, you will need to do it for each action that's in there, but find the bit that says for example:
Code: Select all
      <queue>
         <pick>rmmud</pick>
         <wait>20</wait>
         <destroyItem />
         <moveTerrain />
         <wait>54</wait>
         <moveTerrain />
         <changeTerrain>grass</changeTerrain>
      </queue>


And change to:

Code: Select all
      <queue>
         <moveTerrain />
         <changeTerrain>grass</changeTerrain>
      </queue>
