The numbers are counted in ticks, in towns there are 8ticks in 1 sec.

I tested it on an old save and the wood currently on the ground pre-XML change did not decay and neither did the newly cut wood so it seems a map restart is required on certain edits.

As said the time is measured in ticks and the format is 1Dxxxx + xxxx the first part from what I gather is 1 dice rolled with the second part being the number of faces so it is the random part and the part after the + is the fixed time you set.
