Question about editing actions.xml

I'm fairly new at this. Trying to edit the activities.xml file, so that certain activities go faster by reducing the time listed for "Wait" in the queue.
I heard somewhere that in order to edit an activity's queue you first have to delete the original activity. Or something like that. Anyone know how to structure a quick command to do that, and to enable the new version with the modded queue lined up?

For example, using the original code for the qtill action... how would I change this to reduce the wait time once the civilian reaches the selected terrain type? I don't want to add or remove any steps from the list; just trying to give the WAIT parameter a lower value. Do I actually need to delete the original action then, or can I just alter the wait value and call it good? (I don't actually care about the till function, but there are some activities like building an anvil that have several steps and each step has a longer wait time than I would like. So I'm only using till as an example of what the code should look like.)

reduces the time it takes to tilll the land by half (changed the wait time was 54 now 27)
